How will you use Javascript when it is turned off?

1. Select Tools > Internet Options.
2. Click on the Security tab.
3. Click the Custom Level button.
4. Scroll down to the Scripting section.
5. Select Enable for Active Scripting and Scripting of Java
Applets.
6. Click OK.
7. Select YES if a box appears to confirm.
8. Click OK. Close window.
9. Reload page.

Then If you do have JavaScript enabled and are still receiving the error, a
majority of the time the detection failure is due to an incomplete
installation of Flash Player. I'm going to ask you to "completely"
uninstall and then reinstall Flash.

if you using JS for validation then it is good to use severside validation, in case if you think JS might be turn off.
